Harry V. Spangler received a Bachelor of Science from West Virginia University in 1947. While at West Virginia University he was a running back on the Varsity football team. In 1954 he received a MBA from New York University. For 31 years he was a Commissioned Officer with the U. S. Public Health Service with a rank of Captain (Naval) Colonel (Army). He served as a hospital administrator and health administrator. The program in which he served for the last 21 years was where health services were provided to the American Indians. In 1995 he received a patent on Drop Foot Brace without the assistance of a patent lawyer.
