About the Author

Emerson is an international public sector development consultant and served as chief technical adviser for numerous multi – disciplinary programmes and projects in over 30 countries. His work covered public sector reforms, transformation and modernisation, continuous public service improvements and optimising of public service delivery. These were in support of Sustainable Development Goals, Medium Term Development Plan, National Development Strategy and Policy Agendas, Poverty Reduction Strategy and European Development and Multi – donor Trust Funds programmes. He has made several representations before Budget Priority and Parliamentary Committees, Public Service Commissions and Tribunals.
