The New World Government-Structure and Constitution

The United Nations Organization was created in 1945 with the objective “to save succeeding generations from the scourge of war”. However, war preparations and wars have continued. All the disarmament conventions, commissions, studies and resolutions of the U.N. have failed to stop the increase and spread of military arms for war; have failed to stop the introduction of new technologies for more destructive weapons; have failed to stop more nations from acquiring nuclear weapons and have failed to achieve disarmament. The UN has no authority or jurisdiction to end the wars. The U.N. has been unable to implement actions necessary to reverse major environmental damage; no programme has been launched to develop safe, sustainable and plentiful energy supplies from solar and hydrogen sources to replace oil and coal. The U.N. has taken no steps towards the introduction of a single global currency, which could eliminate the manipulations and devaluations of variable currencies always to the detriment of most people. No system of global finance and credit has ever been devised for the primary purpose of serving the human needs of people everywhere, on a basis of equity for all. The need for replacement of UNO seems to be justified because of its failure to solve global problems. Therefore, there is need for seeking innovative approaches for forming a New World Government System as an alternative to UNO. Even great Statesmen and philosophers like Jawaharlal Nehru, Sarvepalli Radhakrishnan, Albert Einstein, Betrand Russel, Jan Tinbergen, Ban Ki-moon, John F. Kennedy, Mikhail Gorbachev, Pope Benedict XVI, Winston Churchill - all in one way or other advocated the need for a World Government (website - http://wpf-unesco.org). Therefore, there is wisdom in suggesting the formation of a World Federal Government as one of the approaches to secure the future of the Planet and the Humanity as a whole. All the intellectuals and philosophers are undoubtedly concerned with the future of the human kind and the Planet. Towards this end various approaches are suggested and being pursued according to once belief and thinking. Civil Societies efforts like Earth Federation and Provisional World Parliament, Universal State of Earth, Supreme Council of Humanity (SCH), Universal Declaration on the Illegality of Wars on the Earth (Website: http://glob-use.org/) and Universal Declaration of Civil Transeducation of Earth inhabitants and such other efforts are the Tools, Statements and Declarations born out of deep concern for the wellbeing of humanity on this globe. The above Provisional World Parliament is a Democratic, Non-military, Federal World Government based on establishing peace and the solving of environmental problems. Mostly they are focusing on the gravity of world situation heading for a catastrophe of human annihilation on this globe, as Non-State Actors and Civil Societies contributing to `Global Governance'. The Author has been advocating a different philosophy of approach for forming a New World Government through my paper “Formation of New World Government - An Innovative Approach” which was presented at the WIF Global Summit - 2017 organised during December, 2017 at Hyderabad. His approach of the formation of the World Parliament is through proportional representation of Nation's Parliaments and thus avoids direct election process for its formation. All the nations and their people's representatives are involved in the formation of the World Parliament and the World Government. There are two methods of calculating the proportionality of participation of countries Members of Parliament in the World Parliament. The First Method is to calculate the proportionality on the basis of the countries share of World Population. This method shows wide variations in the countries contribution of M.Ps because of their huge population differences. The Second Method is to calculate the proportionality on the basis of the six continents and their countries. The New Federal World Government covers the 7 World Continents for its Governance. However, only 6 Continents (except Antarctica) are represented in the in New Federal World Government Formation. List of Continents are provided in Annexure-III. This Method of continental proportion of M.Ps makes all Countries equal in participation of M.Ps in the World Parliament. The advantage of this New World Government over the other approaches of World Governance is its enforcing authority as the Supreme Law of the World. Based on this line of thinking the Structure for a New Federal World Government and the New Federal World Constitution are prepared and presented in this Book. It is hoped this Book will ignite thinking of the philosophers, Intellectuals and world leaders regarding the significance of this alternative proposal of New Federal Democratic World Government in case when United Nations Organisation (UNO) is to be replaced.
