About the Author
Trained in law as a Rhodes Scholar at Oxford University and at Yale, a graduate of the National War College, Herbert Christian Merillat has had a varied career, including service with the U.S Treasury, the U.S. Marine Corps in World War II, Time magazine, Marshall Plan, NATO, the Ford Foundation, and the American Society of International Law.
