About the Author

Howard J. Wiarda is Professor of Political Science and the Leonard J. Horwitz Chair of Iberian and Latin American Studies at the University of Massachusetts/Amherst. A prolific author and respected foreign policy analyst, he is also Senior Associate of the Center for Strategic and International Studies (CSIS) in Washington D.C.
