The developing and developed countries have never been so acutely conscious and afraid For the fragile nature of civilization. The industrialized countries congenial and productive potential technology wise have been increasing so rapidly as to exacerbate rather than alleviate the information and economic problems confronting the developing countries.  These informational and economical difficulties facing the developing countries give way to hunger and poverty, environmental pollution and new diseases.  Adding to these problems are the political differences in the world community and the persistence of strong nationalistic sentiments, racial discrimination, hatred for one another, to such extent as to rule out the possibility of positive consolidation of mutual understanding in the international community for the sake of civilized existence for all mankind in the new millennium. The developing countries demand that urgent measures be taken in order to eliminate the imbalance in the international information relations and international economic cooperation, so as to create good prospects for international cooperation on economic, environmental, humanitarian, information and cultural issues, substantial enough to prove that reasonable and mutually acceptable solutions can be reached to resolve any international problem, however difficult or complex, in accordance with international legal norms and supported by the resolve to carry out the appropriate actions when necessary. International actions are to be taken in accordance with rules and regulations set by the international community for overseeing the activities of all countries in international information relations and international economic cooperation, meant to adequately reflect the changes taking place in the economy, information, politics, and culture of both developing and developed countries, in order to win the approval of and mutual acceptance of the international community, permeate the consciousness of the majority of people, irrespective of their race, social status, or religion.  Hence, there is the need for a new international information order and new international economic order to serve as the prerequisite for positive changes in the international arena this millennium.

The theoretical and practical importance of these two concepts of common heritage of mankind, which is accepted in international law.  Thus, it calls for concerted action by all countries in the interest of every living being and future generations for a humanized international assistance and cooperation in all fields of development for equal rights of existence on earth, and the exploration, exploitation of resources in other celestial bodies.  Testifying to these points are the 1972 UNESCO Convention for the protection of the World Cultural and Natural Heritage, and the moon Treaty of 1979 Agreement Governing the Activities of States on the Moon and other Celestial Bodies, which are aimed at protecting the environment, cultural wealth, and providing equal exploration, exploitation of resources, as well as the access to information on findings and technological achievements in these areas by the developed countries.  The study of international information relations is based primarily on the application of international law and the comparative analysis of possible application of the New International Information Order concept in international relations.  It is based on this interdiscipline study that mutual agreement and cooperation can be reached and practical steps taken towards the settlement of differences existing between developing and developed countries, in the spirit of creating a new world order.
