About the Author
Roger H. Mandel. B.S., M.A., is currently a President and Chief Executive Officer with a consulting firm doing business with the United States Department of Defense and teaches Project Management courses at University of California, and San Diego State University. He has previously held positions as a Business Manager, Financial and Contracts with a research and development firm dealing with laser, optics, and communication technologies and is a Senior Instructor at DeVry University/Keller Graduate School of Management, San Diego State University and the University of California, all in San Diego, California. Additional positions as a Contract Specialist, Financial, and Statistical Program Analyst with the U.S. Civil Service, Navy, domestically and in Australia administering over $1 billion dollars worth of shipbuilding, ship conversion, and repair contracts/projects. He has over 35 years experience in the fields of contract administration, industrial application engineering, field service engineering, manufacturing and project management with extensive experience in international contract administration, training and negotiations. He provides valuable customer support in problem identification and resolution, process analysis with recommendations for improvement, program development, and project implementation. He is considered a subject mater expert in: Earned Value Project Management (Performance Measurement), Project Management Systems, Management of Project Procurement, Advanced Project Management Techniques, Total Quality Leadership, Government Contract Law, and Contract Negotiations. He holds a Masters of Arts in Organizational Management from the University of Phoenix, San Diego, California and a Bachelors of Science in Business Administration, Production Management, from Old Dominion University, Norfolk, Virginia. He has also received Professional Designation in Contract Management from the United States Air Force, Air University, Air Force Institute of Technology, School of Systems and Logistics, and the National Contract Management Association.
