Paley:

It is a perversion of language to assign any law as the efficient, operative cause of any thing. A law presupposes an agent, for it is only the mode according to which an agent proceeds. It implies a power, for it is the order according to which that power acts. Without this agent, without this power, which are both distinct from itself, the law [emphasis added] does nothing, is nothing (Paley, 2008, pp. 41-42).

Regarding the question of Intelligent Design, a first and necessary author of everything that exists is needed in order to disprove that infinite regress exists, and in order to prove that intelligent design exists, and according to Paley this author must have intelligence and power over his creation (i.e., superior to his creation) in order to create, or he would be nothing more than an authored law himself….

If God had to create a perfect creation:

Example 1: [note: this example shows that the Physical universe is eternal after its point of creation due to the perpetual motion thereof] according to the Physical and then the Supernatural respectively, here is a hierarchy of systems due to intelligent design regarding the problem of infinite regress: 1. (note: the direction of logic here is from more complex objects to less complex objects due to the problem of infinite regress) Molecules consisting of atoms, atoms consisting of sub-atomic particles, sub-atomic particles consisting of Energy particles, Energy particles providing for perpetual motion in the Energy thereof according to the nature of Energy (which is why Absolute Zero is impossible in the Physical universe), Energy particles produced from one particle (i.e., the actual God particle; note: said actual God particle is an Energy particle), where this said one particle is produced from the Supernatural realm due to the problem of infinite regress. 2. (note: the direction of the given hierarchy of systems is now shown in “reverse” according to the Physical universe as being created from the Supernatural realm) Perpetual motion in a “physical system” according to absolute infinite efficiency (note: this is based upon God as the intelligent designer, where God is the definition of absolute infinite efficiency regarding God in Himself, and where God as the intelligent designer is creating according to this said efficiency and according to His Free Will to create as He chooses), perpetual motion in a “physical system” according to all the Energy/Physical matter of one system as produced from one particle, said one particle (the actual God particle) expanding (in The Big Bang) from the nature of said one particle in order to produce Energy particles, sub-atomic particles, atoms, and molecules according to the nature of said one particle, where said one particle is an Energy particle that produces said Energy particles, sub-atomic particles, atoms, and molecules due to the nature of said one particle, and where perpetual motion of Energy (due to the nature of Energy), which supplies motion to said “physical system,” produces infinite motion of said Energy particles, sub-atomic particles, atoms, and molecules from said one particle; thus, rendering said “physical system” as eternal after its creation through said one particle (i.e., the actual God particle, which is an Energy particle; note: perpetual motion is also due to the differences of form between Energy particles, sub-atomic particles, atoms, and etcetera as produced from the nature of said one particle, which is the actual God particle due to the intelligent design thereof according to the problem of infinite regress); note: due to said problem of infinite regress within a hierarchy of systems, this shows the Physical universe as being one thing (in its own closed system) in its Energy/Physical matter; thus, “something” from the Supernatural realm had to create the Physical universe (note: I will give this as a quote after the actual God particle is given in full).
