The Federal Government under the auspices of Housing and Urban Development (HUD) was busy foreclosing on thousands of families in the Washington, D.C. regional office. And, some of the HUD money was being spent to put them back into their homes. It was also spent to fund several business enterprises with unskilled labor to give the recipients their self-respect and a sense of self worth. When it was all over, $6 Million had been spent from the HUD funds which were supposed to help the poor--but without all the beauracy.
