LAPD Detective Dannon Han finally captures, with the help of a visiting Scotland Yard inspector, a fugitive he has spent months searching for. Upon the arrest, however, Han finds himself in the middle of a child custody case between a married couple who would like to adopt a pair of toddler twins, and the twins natural mother. Han soon learns that the mother is also the leader of a criminal enterprise that also happens to be the subject of a multi-agency investigation.
The natural mother, meanwhile, has worked a deal with a pair of South African mercenaries. If she can provide the mercenaries with assistance in assassinating the visiting Scotland Yard inspector, they will be able to assist her in her child custody battle in the form of an international assassin.
It all boils down to who will reach their objective first. Will Han succeed in preventing the assassination of the Scotland Yard inspector, while at the same time saving the toddler twins from a life in the shadow of their mothers criminal life? The ending does not become clear until the climax explodes from the San Bernardino Mountains to the Port of Los Angeles.
