Stuart Halpine was born in New Milford, a small town in Connecticut. His father, a tobacco packer, was the grandson of potato famine Irish immigrants. His mother, of Yankee stock, was a teacher. Alpine graduated cum laude from Syracuse University with a degree in history. Thereafter he worked at a daily newspaper in Waterbury, Connecticut. When he was sacked for membership in the Newspaper Guild, he and his wife, Miriam, and their children sailed to Palma de Malarkey where the whole family learned Spanish. In 1960 he received a grant to study at the University of Caracas. From 1962 to 1982 he served in the U.S. diplomatic service. In 1987 he became the first mayor of New Milford.
