The terrorist Ziad has acquired a tactical nuclear weapon from a rogue Russian Colonel, Sergei, and plans to detonate it in Washington, D.C. at the stroke of midnight on New Year’s Eve.

Yuri Rachmaninoff, head of Russian counterintelligence in the United States, reveals the plan to the U.S. to help prevent the attack. However, the presence of a highly-placed Russian mole within the Administration constrains the efforts of President Simon Atherton, Senator Edward Grant and their team of Adam Jonathon, Senator Grace Henderson, Marie van Ness-Schuyler from the State Department and Bob Harrington, a Secret Service agent, as they act to stop the catastrophic attack. Supporting their efforts is Yuri’s assistant Katarina, an accomplished assassin who uses the mole to confront and interrogate Sergei.

While Ziad’s initial attack plan is thwarted, his back-up nuclear-attack plan proceeds on schedule and threatens the destruction of the nation’s Capitol. The heroic efforts of Ziad’s brother, Samir, who is an American citizen, become pivotal.

Ziad’s then plans and successfully executes a murderous attack on scores of orphaned American children in Germany, but Katarina and Nikki, an internationally renowned hit-man, witness the attack. Since both lost loved ones in the attack, they relentlessly pursue a personal mission of hunting down Ziad and his followers, one by one.
