About the Author

Dr. Marion Hopkins Harris completed a successful career as an upper level manager in the federal government. She spent part of her professional career at the U.S. Department of Housing and Urban Development; and as a Managing Auditor/Evaluator, U. S. General Accounting Office. She is an Associate Professor of Public Administration, School of Business, Bowie State University. She earned the Doctor of Public Administration and the Master of Public Administration degrees from the School of Policy Planning and Development, University of Southern California; and the Master of Urban Affairs degree, University of Pittsburgh.
