About the Book

Conflict of Interest is based on a true story occurring in the early 1970s, when the international narcotics trade of heroin and other harmful drugs were at its height, moving around the world and operated by a multinational syndicate known as the International Narcotics Cartel. Their product was not something normally bought over the counter from your neighborhood pharmaceutical outlet, but rather something graved for by adult men and women, even young children, for the short span of time their lives could endure it.

About the Author

From October 1969 through December 1979 the author J.C. Harper worked sporadically with the Philadelphia, Pennsylvania Police Department, due to other governmental and foreign obligations. During this time he rose to the rank of Police Sergeant, earned two gold badges 7610/7429 worked for the Department’s Internal Affairs Unit and for over seven years as a Police Investigator-Non Uniform in their narcotics division; Preserve and Protect C-72-14 S-28.
