A hundred years has passed since the Callisto colonists were driven out of the Jovian System. They have lived in austere isolation, mining moons of the Saturnian System. Then a probe enters. Fearing invasion, a team is sent to Callisto to gather information. Ed Kinslow IV and a friend are captured and sent as slave laborers to Mars.

On Earth, PAX HUMANA has been reduced to figurehead status by the rising tide of corporate power. Industrial sabotage is common as corporations compete for mining rights. Common citizens exist as laborers without much future. A family man, Drumond Chance, searches for a way out, and is duped into accepting work in one of the orbiting space colonies. Instead he is sent to the labor camps on Mars. His wife is kidnapped and sent to an obscure hospital where strange genetic experiments take place. Kinslow and his friend finally escape, but are blown out beyond the plane of the ecliptic, where they stumble across remains of the legendary lost Colonial Fleet.
